Phil’s policing career expands over 35 years from 1974 to his retirement in 2010. In 1983 he was seconded to the Ontario Police College and during this secondment, he became a full-time instructor. He has taught in the Recruit Training and the Criminal Investigation Programs. From 1997 to 2002 Phil was seconded to the Campbell Report Implementation Project which was responsible for implementing the recommendations from the late Justice Archie Campbell’s review of the Paul Bernardo Investigation. Phil finished the last year of his career with a secondment at the Centre of Forensic Sciences in Toronto.
He is a graduate of the Bachelor of Human Services–Police Studies Degree program at Georgian College and the Master of Adult Education Program at St. Francis Xavier University, Nova Scotia. Phil is a contract instructor at Loyalist College specializing in the delivery of professional standards education and training for police services and police associations. He is a member of the OACP Education, Training and Professional Development Committee.
